Moses Tay was born into a devout Christian family in Malaysia. After completing his medical studies in Singapore, he returned to serve in Malaysia. During the 7 years as a general practitioner in Muar, he helped youth groups which eventually grew into a church. In 1970, he moved to work in the Ministry of Health in Singapore. While in full-time medical practice, he did his theological studies as an external student with the University of London. He went on to specialize in Internal Medicine, but soon moved on to hospital administration. He was ordained in the Anglican Church in 1978. He was the Director of Tan Tock Seng Hospital when he was elected and appointed as the 7th Bishop of Singapore (1982 – 2000), and also as the 1st Archbishop of the Province of South East Asia (1996 – 2000). Now in his retirement, he continues to be actively involved in mentoring, missions and ministry in the church in Singapore and beyond. He and his wife Cynthia, as well as his children and grandchildren, live in Singapore.
